And we start by Researching Agencies and Opportunities, which is mainly done by identifying the government agencies (this can be done by various tools like: GovWin, FPDS, USA Spending etc.) relevant to my industry type/NAICS/PSC or expertise, and recently we have been targeting some agencies where our clients past performance fits best (which goes to the level where we are working on to submit some  White Papers/ Unsolicited Proposals)

Section 2: Crafting a Winning Proposal

Properly Comprehend the RFP (Request for Proposal), RFI (Request for Information), RFQ (Request for Quotation). Thoroughly analyze the Solicitation to understand the government’s needs, evaluation criteria, and submission requirements.

Always “Take note of deadlines, mandatory documents, and any Special instructions.” 

Clearly articulate how your solution addresses the government’s requirements,Highlight your unique strengths, such as experience, capabilities, and innovation. When you follow these things, your proposal will itself Define Your Value Proposition.

We have been Developing a Structured Approach while Writing  such as: 

  • Organizing our proposal logically, with clear sections and headings.

  • Including visuals like charts, graphs, or Images to enhance understanding for evaluators.

  • Write the response keeping in view FAR regulations and other guidelines.

  • Use active voice while writing the proposal response.

  • Use of Graphics conveys the message much faster – Such as graphics used in Figure above gives us a quick understanding of the steps we need to follow for creating a better proposal.

  • While writing follow the PPTD approach i.e., People, Process, Technology and Data.

  • Use the “One Voice” approach while writing. (example Oxford comma)

  • Follow the L-C-M approach, which gives insights to the writer about instructions to be followed, what is the scope, and how it will be evaluated.

  • Write in accordance with Plain Writing Act 2010.

  • Keep your writing in the frame of 7’Cs. (Compliant, credible, concise, clear, consistent, customer focused, compelling)
