Marketplace for the Acquisition of Professional Services (MAPS)

The U.S. Army’s Department of the Army Materiel Command (AMC) is set to launch the Marketplace for the Acquisition of Professional Services (MAPS), a highly anticipated contracting vehicle that aims to streamline and expand the procurement of professional services for various Army missions. The Request for Proposal (RFP) for MAPS is expected in February 2025, with an award date projected for May 2027, and an estimated contract value of $50 billion. 

MAPS will merge two significant contracts: the Responsive Strategic Sourcing for Services (RS3) and the Information Technology Enterprise Solutions 3-Services (ITES-3S) contracts. This consolidation aligns with the Army’s goals to create a comprehensive marketplace for knowledge-based professional services.  

The contract scope will primarily include engineering, scientific, and technical services, serving various Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) requirements. 

MAPS will be structured across five distinct domains, each covering a vital area of support for the Army’s missions: 

  • Technical Services

  • Research, Development, Testing, and Evaluation (RDT&E) Services

  • Management and Advisory Services

  • High-level IT Services

  • Low-level IT Services

With the strategic consolidation of these contracts, MAPS will not only be the Army’s single-source procurement tool for professional services but also provide flexibility across multiple NAICS codes, ensuring it can meet a wide array of mission requirements. Management and Operating Contractor for the Ernest Orlando Lawrence Berkeley National Laboratory (M&O LBNL)

The U.S. Department of Energy (DOE) is preparing for a significant acquisition with the upcoming Request for Proposal (RFP) for the management and operation of the Ernest Orlando Lawrence Berkeley National Laboratory (LBNL). Expected in June 2025, this RFP will lead to a performance-based management contract (PBMC) with an estimated value of $18.1 billion. The award date is projected for March 2026. This contract offers a full and open, unrestricted competition, meaning that any eligible contractor can compete.

The primary goal of the M&O LBNL contract is to manage and operate LBNL, a key Federally Funded Research and Development Center (FFRDC) under the DOE’s Office of Science (SC). Contractors selected for this role will be tasked with overseeing LBNL’s extensive scientific programs, missions, and day-to-day operations. LBNL is a critical asset in advancing scientific research, particularly in fields like energy, physics, and materials science, making this contract a pivotal component of the DOE’s ongoing research initiatives.

The Department of the Navy, Naval Air Systems Command (NAVAIR), through the Commander Fleet Readiness Centers (COMFRC), is preparing for a major acquisition with the upcoming Request for Proposal (RFP) for the Contracted Maintenance, Modification, Aircrew, and Related Services (CMMARS) program. Expected in February 2025, this RFP will lead to a multiple-award IDIQ contract with an estimated value of $12.6 billion. The award date is projected for March 2026. The competition type is currently undetermined.

The primary objective of the CMMARS program is to provide comprehensive engineering, scientific, and technical services to support aircraft maintenance, modification, and aircrew operations. The program aligns with the Navy’s mission to maintain fleet readiness by ensuring the highest standards of support for air transportation and aircraft systems.

For the upcoming procurement, the government has identified multiple relevant NAICS codes, including:

  • 488190: Other Support Activities for Air Transportation

  • 336411: Aircraft Manufacturing

  • 336412: Aircraft Engine and Engine Parts Manufacturing

  • 336413: Other Aircraft Part and Auxiliary Equipment Manufacturing

According to the June 2024 NAVAIR LRAE, the follow-on award is projected for Q2 FY 2026. The anticipated 10-year contract duration presents a significant opportunity for contractors with expertise in supporting complex naval aviation requirements.

As a continuation of a critical program, the CMMARS procurement will play a vital role in sustaining the Navy’s operational capabilities.

Antarctic Science and Engineering Support Contract (ASESC)

The National Science Foundation (NSF) is preparing for a significant acquisition with the upcoming Request for Proposal (RFP) for the Antarctic Science and Engineering Support Contract (ASESC). Expected in February 2025, this RFP will lead to a hybrid IDIQ contract with an estimated value of $8 billion. The award date is projected for September 2025.

The ASESC program will provide essential administrative, logistics, and management services to support the United States Antarctic Program (USAP). Contractors will be tasked with implementing innovative approaches and fostering continuous improvement in delivering the USAP research portfolio. NSF expects the contractor to maintain high standards of quality, safety, and efficiency in all operations.

Under the incumbent contract, a total of 962 sub-awards have been issued and spending of $2.7 billion (92% of the $2.9 billion ceiling) has been made. Furthermore, the period of performance has been increased from 10 years to 20 years.

The ASESC procurement represents a critical opportunity for contractors to support groundbreaking Antarctic research and operations under the USAP.

PD Aerostat Production Fielding Sustainment and Life Cycle Support MATOC IDIQ

.The Department of the Army is preparing for the upcoming Request for Proposal (RFP) for the PD Aerostat Production, Fielding, Sustainment, and Life Cycle Support MATOC IDIQ. Expected in January 2025, this RFP will result in a multiple-award contract with an estimated value of $4 billion. The award date is projected for September 2025. This procurement will feature both Full and Open/Unrestricted competition and Small Business Set-Asides.

The contract, overseen by the Program Executive Office Intelligence Electronic Warfare & Sensors (PEO IEW&S) and the Product Director (PD) for Aerostats, will support Aerostat production, engineering, and contract services for the U.S. Army and Foreign Military Sales (FMS).

Under this contract, there will be up to three awards for small businesses and up to three awards for large businesses.

Special Operations Forces Global Services Delivery (SOFGSD)

The U.S. Special Operations Command (USSOCOM) is preparing for the release of a Request for Proposal (RFP) for the Special Operations Forces Global Services Delivery (SOFGSD) contract. Expected in March 2025, this RFP will be a Small Business Set-Aside opportunity with an estimated value of $3.2 billion. The award is anticipated in February 2026.

The SOF GSD contract aims to provide subject matter expertise and knowledge-based professional services to support USSOCOM’s enterprise requirements for U.S.-based and globally assigned Special Operations Forces (SOF) missions.

The follow-on contract succeeds the SOF Core Services Support (SCSS) contract (Opp ID #168272), formerly known as SOCOM-Wide Mission Support (SWMS). The SCSS contract features a 5-year base period, a 3-year option, and a 2-year option, with a potential expiration in September 2030 if all options are exercised, though industry experts speculate the remaining options may not be utilized.

Given the sensitive nature of the work, not all task orders under the current contracts have been publicly disclosed, and certain task orders may require a Top-Secret Clearance.

This Small Business Set-Aside offers a significant opportunity to support USSOCOM’s critical global missions.

Transition of and Maintenance and Deactivation of Temporary Transportable Housing Units (LogHouse II)

The Federal Emergency Management Agency (FEMA) is preparing to release a Request for Proposal (RFP) for the Transition, Maintenance, and Deactivation of Temporary Transportable Housing Units (LogHouse II).

The LogHouse II contract will address FEMA’s requirements for the transition, maintenance, and deactivation of temporary transportable housing units (TTHUs) across disaster-declared counties and states.

Expected in January 2025, this RFP will result in multiple awards with an estimated total value of $2.62 billion. The award date is projected for May 2025. The procurement will feature both Full and Open/Unrestricted competition and Small Business Set-Asides.

Its predecessor contracts originally had a combined ceiling of $730 million. However, in March 2023, FEMA raised the ceiling to $2.7 billion due to increased demand. The LogHouse II contract is estimated to have a $2.62 billion ceiling over a 5-year period, with FEMA planning awards to both large and small businesses.

Intensive Supervision Appearance Program V (ISAP V)

The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), is preparing for the release of a Request for Proposal (RFP) for the Intensive Supervision Appearance Program V (ISAP V). Scheduled for May 1, 2025, this RFP will result in a Full and Open/Unrestricted competition contract, with an estimated value of $2.2 billion. The award is projected for July 2025.

ISAP V will support the nationwide operations and sustainment of ICE’s Intensive Supervision Appearance Program, which assists with detention and removal operations. ISAP V represents a critical opportunity for contractors to support ICE’s mission of enhancing operational effectiveness and increasing compliance among program participants. Prospective bidders should be prepared to offer innovative solutions that build on the successes of ISAP IV while ensuring cost efficiency and program expansion.

ICITAP and OPDAT Worldwide Support Services (ICITAP OPDAT)

The U.S. Department of Justice (DOJ), Criminal Division, is preparing to release a Request for Proposal (RFP) for the ICITAP and OPDAT Worldwide Support Services contract. Expected in June 2025, this Full and Open/Unrestricted competition will have an estimated value of $1.5 billion, with the award projected for July 2027.

This procurement supports the International Criminal Investigative Training Assistance Program (ICITAP) and the Office of Overseas Prosecutorial Development Assistance and Training Program (OPDAT), both of which focus on enhancing international law enforcement and prosecutorial capabilities.

The ICITAP OPDAT Worldwide Support Services contract offers a substantial opportunity to provide professional services supporting DOJ’s international law enforcement and prosecutorial efforts.
